The problem is as follows: German law has some rules about "surprising clauses" in end user license agreements and the like. For example, Half Life 2 had to be re-released here in a packaging stating in bold letters that you do need an internet connection even to play it offline (thanks to steam and registration/activation).
The same goes for the installation thing: It is not common for computer software that it can only be installed a limited number of times. On the other hand, no shop in the whole country will take back opened game boxes because of piracy.
If it is not clearly stated on the box, (i.e. readable before you forfeit your ability to return the product, without opening or damaging the packaging) then a clause that says that you can only activate the product on 2 pcs will be legally null and void in Germany, regardless if it is printed in the manual, or shown during installation.
A lawsuit could force 2K to change this for the german version, though not for others (international law differs).
Habe mein Spiel aber in GB bestellt; werde mich erstmal juristisch absichern, bevor ich die Packung öffne (kommt ja wohl erst nächste Woche). Traurig, daß so etwas heute nötig wird.
