"It threw me a bit. Your character is theoretically wanted as a suspect (only as a suspect) in 'a' specific murder (of an unimportant person) - this is somewhat ironic considering the history of more high-profile targets.
Then you go through all these levels where there are swarms of police officers actively searching for you.. EVERYWHERE. It's as if the entire police force of the city was mobilized to search for you specifically, and they know exactly everywhere you might be wanting to go. They got a glimpse of you at best, but they all know exactly what they're looking for - and they'll shoot to kill even though you're a suspect.
Manhunts for known murderers of police officers have been smaller scale than that, and manhunts tend to be limited to areas by necessity. The game treats your location as basically narrowed down regardless of the degree of your stealth. It strains credulity.
Edit: I was curious, so I looked it up. Murders in Chicago this year (so far): 493. That's a murder rate of more than 1 per day. They have 12k officers (of which not all would presumably be doing field work) for a population of 2.8 million. The officers are apparently quitting en masse too. Also,"
